Major James E. Helms was an acting Indian Agent who during the beginning of the 1890’s. Carlos Montezuma, like several other correspondents on this list, reached out to Helms in order to gather data relating to the number of Native Americans on his reservation that were moving along in the “civilization” process and who could speak and write the English Language well. Helms unfortunately answered Montezuma by simply stating “I have not the time to spare to correctly answer your questions.”
